Races create cultures. The idea of 'ethnicity' is a weaved mixture of bloodlines, culture, and nationality. If you diminish either of the later two the glue between the ethnic members weakens, but ultimately blood is the only one that can completely create or destroy the others on it's own. Move a bunch of like-people to the moon stripped of their native land and culture and they'll eventually create both. Move a bunch of diverse strangers there and the results are less predictable, but likely conflict until some like-peoples group and do the same.
Nations are simply collections of tribes, which in turn are collections of families. The core pillar of civilizations are simple binds shared by like-individuals. The idea of creating a society that promotes the safety and continued procreation of your own people. Remove this and people quit caring for things larger than themselves, and we sprout many of the problems we face today.
