First of all, I must state clearly that this is not to be interpreted as scolding of any past, prestent or future poster. I also apologize for my choice of picture if someone feels offended. With that said, I can state my business.

I think that the shape of male corsets sucks. It's like someone cut off the upper part of a spandex t-shirt. They just accentuate the male torso, not shape it. Is there any way for a cross dressing male to look somewhat like Sandra Romain in this picture without resort to padding under the catsuit?

Of course a latex catsuit can be like a body corset in it's own. And I guess that workout (moar butt and thighs, less waist) helps. But is the best option to buy a female (underbust) corset that has the right waist measurement?

What a great question! I completely understand your viewpoint with corsets, they fit, but not very well. I must admit though that I haven't tried searching for a solution other than to find a look that fits my frame better.
You might try SkinTwo, I know in the past they've featured some great articles and clothing specific to corsets designed for men, you might just find something that works for you.

Corsets and corsetting.. Something I do have a bit of experience in.. in some ways. If you are looking for a corset itself.. for the sake of clothing.. I can't help
However, for the effect.. I can help, thanks to experience being poor and creative.

Robe belts. The soft cotton belts of robes. Tie them flat and tightly around your lower ribcage and upper waist, to slowly and effectively add more of a curve to your shape. It can work over time or just be added over(using something other than a robe belt probably- but it still must be strong and not too stretchy) the right kind of clothing.
Usually when I put one on, it reduces my waist by 2-3" outright.. and over very little time (i've put them on very rarely over a few years.. one week i wore for maybe an hour a day for maybe 4 days straight) can help to semi-permanently shape the waist and lower ribcage easily, effectively, and attractively, if done with common sense!
