Open the picture in paint.net and go to the image tab. Choose the resize option from the menu. Set the size to 800x600 or less and press okay. Save the changes.

Anyway cute skirt OP, is it a Baci? and for pointers maybe pretty socks :3 and also learn to take shots. Turn your camera at a 90 degree angle and zoom to only get the important. Or get a bigger mirror.

Cute pic. Try wearing a bra underneath the shirt. Get one that's a bit padded, and you won't even have to stuff it to get a nice improvement.
