That depends on how pedantic you want to be. The gems are technically genderless since they're sentient alien rocks and don't have reproductive organs. If you're going for maximum pedantry, some episodes won't pass, but the show as a whole still does. On the other hand, the protagonist gems have female-sounding names, dress and have character designs like women, are played by female voice actors using female voices, and are referred to using female pronouns. They're treated like women in every sense, so it follows that they should be considered women for the Bechdel test. In that case, the show consistently passes the Bechdel test in every single episode, continuously throughout the episode.
