I should've been clearer, I wasn't including the Dutch in that last line (though until recently it was a neutral term in Dutch as well), but, say, the Norwegians (neger), Czechs (Negr), Estonians (Neeger), Russians (негр/negr). It is used as a neutral term, similar to how the word "negro" was used in English 50-100 years ago, in quite a few languages. It is mostly English speakers who get upset about it because it sounds like a word that is offensive in English, while it may not necessarily be offensive in the target language.

English speakers and especially Americans seem to like to get vicariously offended over things they don't hellza understand.
