Okay maybe I'm over thinking things here.
but, I've thought a lot about it.
so before I begin let me tell you what I have ruled out as a solution.

-Violence/Asswhooping does nothing.
-Intervention has failed 10/10
-Talking/reasoning/bargaining always back fires.
-Running away/moving out is a extremely impractical but, not impossible.

So incase you haven't pieced it together I live with a drug addict. I had a stash of money hidden away and he stole it. My own brother to be precise.
He stole my bank card and took money out of that.
After thinking about this I realize that I need to get the police involved.

He has a ton of Paraphernalia around the house and a somewhat lengthy rap sheet.
Would getting caught with 15 or so counts of Black Stained Tin foil and burnt straws be enough to have him arrested? If I told the cops?

Help me decide what to do please.

The only down side to getting him incarcerated would be that if he does have drugs, if he is charged with a felony that would make life significantly more difficult for him once he gets out, perhaps precipitating his reentry into the drug scene.

Clearly there is someone enabling him. You need to put a stop to this. Try and get whoever you're living with to kick him out of the house. If your parents are so sympathetic that they would rather ignore his addiction, be frank with them about your brother's future and move out.

If you think that he is in danger of dying and don't want him to die, get him thrown in jail. Even if he gets a felony, at least he won't be dead.

Tell him that if he steals your shit, you will call the cops. Just make sure it doesn't look like any paraphernalia belongs to you.
