"Moe" has a literal definition, but it's status as a slang term had caused some to think that they can attribute any definition they want to it, then attack it/praise it based on that made-up definition.

The truth is "moe" is a feeling you project onto someone else, a personal adjective similar to telling someone they are nice or mean or unscrupulous. The feeling describes something many people feel when consuming any form of media, when a character pops out and does something that makes your heart flutter. It's a difficult feeling to describe, which is why there is a whole 'nother for it.

People also incorrectly think moe describes something specific, like a tsundere or nekomimi, but in fact these are just examples of things that commonly get called "moe", it is not an exclusively list of things that MUST be called "moe".

In short, a moe character is any character you personally fall in love with or what to see more of their personality in a show. It is NOT a genre. Characters that you don't care for simply aren't moe to you.

Shows that are often called "moe" like K-On or Hidamari Sketch are simply slice-of-life shows with characters many people find moe. But an action or sci-fi show with a ton of plot and character development can also have characters the viewer finds moe. In that sense, it is all up to individual.

It's not limited to only characters however. Any aspect of the show can be moe. If you feel good toward something, that something is moe. The term is highly individualized, it depends on your personal preferences. Hell, even train can be moe, if that train makes you feel good toward it.

Sets and backgrounds perhaps would not fit very well in this definition. Though really, moe background could exist, consider the 5cm/Second scenery porn. Most people cannot say that those damn well drawn backgrounds did not somehow move them at least a little. Considering the extreme general nature of the term, I would say some backgrounds in an anime could reasonably be considered moe, by some people.

Pretty sure almost anything can be moe. People really have narrowed the term down a lot in the recent times. Moe does not necessarily have to be cute girls, it is so much more.

K-On is not really everyone's cup o'tea, so to speak. I personally enjoyed it, in parts. It really did have well designed characters, in my opinion. It did what it set out to do (show cute drawn high school girls playing gitah, and doing other cute things,) no more, and no less. In the end, I frankly am ambivalent about it, I just accept that it is there, and that is does have some merits as well as faults.

So which one is it? This is a circular reasoning right here. You cannot arbitrarily decide what is moe to you, but you can make a personal decision about what is moe to you after all? Unless I am missing something major here, it is what a part of your definition sounds like. Moe can be defined based on personal feelings, that I do not doubt for a second, but saying you cannot arbitrarily make something moe to you, and then saying that moe is, in fact, everywhere, and you CAN make something moe to you, is somehow flawed reasoning.

It would make the chart a lot clearer if it had said what you just did, "Do not apply your definition of moe to everyone." This chart does have a valid point, however: Moe, like art, is whatever you think it is. Words like "moeshit" really mean nothing, I could say that Dragonball Z is "moeshit," if a character from it had sometime or another emotionally affected someone. It would be nice if people would define the show by its actual genre, and compare it to other shows in that same genre, rather than to completely separate ones, like, for example, LOGH vs. K-On.
