What excuse do you have to not finish, or even begin your short tale on video.
I'll refrain from using the word film to describe a piece of work that lacks precisely that.

My process is just sort of starting with a dream or some weird meta sort of concept, then wondering how that situation might manifest. Sometimes it ends up being some small tiny part of the story that develops around it, sometimes it becomes a key element. However I find that my vomit draft is created by starting with something and then making excuses as to why that might happen. Then it's just refining the details; tweaking the holes in the plot and modifying my excuses until things make more sense and eventually, out of this process (which usually takes about 7-10 re writes until I have my script), I get my story. It's refining the details and with every step I get closer and closer to something I'd want to watch. I'm a very event-driven writer.

As per excuses, time. I'm swamped as is.. getting things done a step at a time, when I find I have some.
